DTI and UPPAF, through its RESPOND Project, signed an MOU for the drafting and finalization of the IRR of OTOP Philippines



The Department of Trade and Industry (DTI) and the UP Public Administration Research and Extension Services Foundation (UPPAF), through its RESPOND Project, signed a Memorandum of Understanding (MOU) for the drafting and finalization of the Implementing Rules and Regulations (IRR) of the recently enacted One Town, One Product (OTOP) Philippines Act last 13 October 2023 in Makati City. The MOU was signed by DTI Regional Operations Group Undersecretary Blesila Lantayona and UPPAF RESPOND Project Chief of Party Dr. Enrico L. Basilio and was witnessed by DTI Secretary Alfredo Pascual, USAID Office of Economic Development and Governance Deputy Director Eric Florimon Reed, and UPPAF RESPOND Team Leader Dr. Mario Lamberte.


The OTOP Philippines Act aims to provide a package of assistance for MSMEs with viable products to develop new, innovative, and more complex products and to promote the convergence of initiatives of LGUs, national government, and the private sector in developing and promoting Philippine products. The UPPAF RESPOND project is supported by the United States Agency for International Development (USAID).
